Hello, I finished whole quest line to unlock Sons of Hodir faction and got Exalted reputation, however I can't see their quatermaster and other interactive NPCs who give daily's (like King Jokkum). Is this bug or I missed some quest?

Have you tried phasing? Go to border of the NPC area's zone, and zig zag back and forth the area next to it.
Did you do the quest that's started by killing the elementals on the eastern lake of Dun Niffelem?

you unlock the quartermaster only after taking the quest "Forging an alliance", doesn't even require turning it in. accepting it is enough

Problem is that I can't see King Jokkum ( https://imgur.com/a/cD4zxDo ). I don't have any quests with them.

Yes, just tried it. I also did that quest, everytime that I come back to Sons of Hodirs, I transform to this blue guy https://imgur.com/a/C4gTMCQ

It looks like a phasing problem.
In those moments did you have a high latency?
Is this still the case at the moment or has it become visible again?
