Why do some paladins treat not knowing how to use Redemption as a valid excuse?

I've been on this server for about a week now, and I've already seen more than one paladin say, "I don't know how to use Redemption."

I mean, if this happened in a low-level dungeon, maybe you haven't completed the quest to learn Redemption yet and you're just trying to level up quickly—that I can understand.

But this keeps happening in level 80 Heroic RDFs. We're talking about paladins with over 5000 GS, fully geared in epic items, and they still don't know how to use Redemption?

Honestly, it's kind of jaw-dropping. lol

You have to do a quest to learn Redemption, and many skip it.
