Rules look pretty biased towards certain classes (mage comes to mind) with MQG being available as well as spell haste gems if I read it correctly? So you can get around 9% haste with S2/T5 gear as well as MQG while there is no belt to potentially survive the burst vs RM for example. Also using Skirmish leaves you with no option to rewatch the games using Spectator NPC as there is no replay code generated. Checking gear like this will be a nightmare because in an official replay it would be logged and locked in and in Skirmish you could change your gear last second before the gates open and you would have to manually inspect everyone after the game started.
Besides that it looks decent. Good luck to everyone involved.
Slightly off-topic since the rules got changed now just a statement post to some mage player that apparently claimed you could only end up with like 4% haste and "he tried everything" I did a 5 minute template just throwing in random haste gems and this is what I ended up with https://sixtyupgrades.com/tbc/set/9c...8gptq7MRdKhqC2 . The gloves are overkill however you only get 5 yards on fire blast using S2 gloves and the 0.15 seconds only Polymorph but obviously it is way more than 4%. Can adjust further and the set I put together is probably incomplete and not min-maxed either but you get the point.
