Soloqueue is hard when you don't have good gear. Even though enhance is kinda strong in soloqueue since you have many good comps (warrior, dk, preg, prot, hunter and rogue). But it will still be hard.
Something in general to work on as shaman is to be super annoying to enemy casters using shear and grounding totem as often as you can.
It's easier to start off in 2v2 and I'd say you should try finding someone you can play with consistently. Preferably a preg since your comp is super strong. And just play loads and loads of games you will get better. If you can play with voice as well so you coordinate your ccs. Also it's usually easier to get rating later in the season. At the start of a new season everyone's mmr is reset which means that for the first month of any season you will face very skilled teams as well which is annoying.
