Technical Ban policy question

Hi. I’d like to clarify a point regarding the server’s ban rules.
Let’s say that I once helped get a rule-breaker banned for engaging in RMT. My question is this: if this person has started doing RMT again, but will likely be using a different account, does the administration have the ability to link multiple accounts belonging to the same person — for example, through IP, HWID, or something similar?
Last time, contrary to my expectations, the offender was banned for only a couple of weeks instead of receiving a permanent ban. The second ban should be permanent. I’m planning to record video evidence of RMT by the same person again and want to make sure that all of their accounts will be permanently banned, considering that this is a repeated violation and the second ban for RMT.

Make a ticket as you normally would.

You could mention possibility of being repeat offender and the staff, I'd imagine, would see if there's an actual link between the two accounts. How they proceed from there is up to their protocols/guidelines.
