Damn… “right” before onyxia woltk they really fixed that. Oh well might be just coincidence.
Anyway. Fix is fix. Some people did abuse some not, life is not fair. :-)
Anyway I was harsh yesterday about this fix on other forum post, in the end I agree, bugs should be fixed. (Iwas just mad I couldnt boost my 50alts for alchemy army LOL which I started doing 1 day before fix)

You aren't new here. Just think for a moment about all the opportunities we have had to do stuff to encourage donations, which we declined.
People asking for gear right when new content is released and complaining we are taking too long to add them to the store, people wanting more specialization slots, all the suggestions about adding this or that for Coins. Why would we say no to all that, when we could do it with the community asking for it, and then implement fixes to a bug that we knew would get people *****ing and complaining... to make them use Coins with boosts? Come on...
I've lost count of how many times this has been repeated, but: if our aim was to generate donations, we have dozens of ways to do it that wouldn't require subterfuges out of conspiracy theories.

Ye, this will totally make low levels actually queue up for low level dungeons and do quests rather than being booster.
