Site Cheapest way to buy a char on trade?

I am making new accounts, and with the new changes to leveling I am considering buying either the instant 80, or buying a character off the trade system.

I am trying to find the cheapest way to do this.

Can I donate myself 32 coins from my main(donor) account (5% fee = 2 coins), and buy a character?

Or do I need to donate 10Euro to activate this new account first?

I see you have to have donated to sell* on the website, but what about buying a character with this method?

I'm sure this has been answered somewhere before I just can't find it on search.

The new account itself must be premium so it can use the trade section (including buying characters).
