Technical Is this a reportable offense?

Just wanting to know if it's reportable whenever you see someone being auto-followed by a train of clearly unmanned characters all acting in perfect sync with one another. Don't know if they're "bots" by definition since they're not acting on their own, but it's clearly one person using multiple characters at the same time.
