The purpose of the PTR is not to practice the raid; it's to find and fix bugs.

Are you gonna boost the gear you get from heroic dungeons? It's gonna be hard to get in Ulduar with a fresh toon, because nobody who's geared will wanna do t7. What I'm trying to say is that it will be next to impossible/ very difficult for a new player/character to get prepared for Ulduar, since the population is not that big.
