Technical MIssing quest? (Report to Orgnil)

I'm playing as a Tauren on Lordaeron, and I went to Durotar to do some of the early quests. According to Questie an npc named Master Gadrin should have a quest for me called Report to Orgnil, but he doesn't offer it to me. I tried looking it up on WoWHead and it should be available for all races and only requires level 4 (I am level 17), and I completed his other quests. Any idea why this quest isn't showing up?

Vile Familiars -> Burning Blade Medallion -> Report to Sen'jin Village are pre-requisites.

Thanks, I was missing vile familiars because it didn't show up on the map.
