Technical Game launch stuck on windowed mode

Hello!
i seem to have a problem, that whenever i launch the game, on my laptop it constantly is set to windowed mode, all resolutions and settings are reset, and action bars etc are reset aswell. i tried common fixes, but i can 't seem to get it right. i was wondering, is it purely my problem, bcs of the laptop, or is it something, that comes with the download, and can be fixed. i just can't find the right topic to check it out.

Uncheck read-only property from the entire WTF and files inside folder. There are two files that you got read-only so settings are not saving.
