    how is possible to be in lvl 11 in wintergrasp
    and 3 caracters fishing bot ?
    is legal play ?

    You can be level 1 in almost anywhere, game doesn't have limits as to what level character be in what level zone.

    If you have reasonable suspicion of them being bots, report them through proper channels.
