As it currently stands, the seasonal portion of Blackrock is seeing a moderate decline of population numbers and overall activity. In my opinion, the current loot aquisition system is the main contributor to this. With the Season 7 looming, I would like to suggest an alternative approach and my reasoning behind it.
Reasoning: The current permanent Season 8 portion of Blackrock has a great loot aquisition system that is very much in the spirit of Arena Tournament where the main focus is arena gameplay instead of battlegrounds. The seasonal portion, as it currently stands, feels like a polar opposite - punishing honor grind for a lottery ticket. The one key advantage that a permanent realm has over a seasonal one is infinite amount of time and therefore simply copy pasting it to a season that will run for 3 months is not a solution.
Suggestion: Use the exact template from season 8, but replace a portion (60-70%) of the required arena points with honor. For example:
On season 8: An ilvl 277 two-handed weapon (Wrathful tier2) costs 3750 AP with a combination of 2050 personal arena rating.
On season 7 with a 60% reduction the cost would be: 1500 AP + 50-60k honor and 2050 personal arena rating.
Of course, adjust costs and rating requirements as appropriate. In theory, this will keep the BG scene alive for both Blackrock and Onyxia while keeping the grind aspect of aquiring PVE pieces at a sustainable level.
I'm all in for changing the current system.
The current system encourages botting because no one wants to grind 30+ hours a week for 3 months straight.
This season I watched a few people obtain 3-4 bis items from chests in the first 2 weeks while it took me 6+ weeks to get just 1 and until now still be missing 2 important items. It would be far more reasonable to have a rating requirement and a heavy price to pay.
If the logic is to keep battlegrounds active, It would be reasonable to make every top tier item cost 75k honor but I think AP cost would be extremely hard to balance due to the time sensitive nature of a seasonal realm.
At 75k honor, at least there is a target, rather than a 30+hour honor grind for a chance to still get nothing.

.25normal mode item no requirement( except trinket and weapon) require 1800-2000 rating arena. 10 man heroic same requirement as 25 normal weapon and trinket

its an arena tournament realm afterall it should have high rating require to buy best items
People have been complaining about BGs being unfair for nearly a decade. Problems kept piling up. BG problems started bleeding in arena too. If PVP dies on warmane Blackrock may get the Frostwolf treatment.
Seasonal Blackrock is supposed to match the progression of Onyxia. Probability would have to be a factor.
What you're describing is no different than PvE players hard raid logging and dragging their feet at the end of a phase because their gear is at a ceiling pretty much and it's just waiting for a boss to drop their last items, but new raid comes out in a couple weeks so it all gets replaced anyway. That's just the game.
So Blackrock is matching that correctly. Your suggestion though, to create fairness between the realms, is implying then that Onyxia should get guaranteed loot off of raid bosses? We put in the work to maintain a 25 man roster and review tactics and wipe for hours to progress content and sink gold into consumes etc. so we should get to pick what items we want the raid bosses to drop right? As a Blackrock player you can play any time all by yourself with no commitment and all you have to do is log in and press a queue button. So when you complain about all that time you have to farm, just remember the players from Onyxia you play against in PvP had to deal with a lot of other stuff that you didn't.
