There was an exploit on release that allowed some people to get stupid high paragons.

So if you see anyone over about 250 they are cheaters.

0.0, I've got almost a 1 to 1 ratio for paragon levels to hour's played on just my monk (pushing 300) and only just got the account recently, it is not hard and in no way would anyone need to exploit for it. xD
