Because Enha is neither a top DPS spec nor is it good for PvP, especially compared to Resto & Ele. There simply is no reason for one to play Enha apart from just enjoying the spec.

When I look at Blackrocks 3s ladder it doesnt seem that Enh is bad in PvP.
Enhance is terrible for BGs but they have potential in arena and duels.
In PvE it seems to be mainly the negative bugs of Enh and the positive bugs of other classes that harm us.
According to Rawr a BiS geared Enh should pull pretty much the same dps like a BiS geared Ret paly (w/o Smounrne).
Depends on how the class is played.
Most people don't like enhancement because of their unusually high dps on single targets while being able to unload great AoE that really ramps up their numbers.
On every forum about their builds, you have the typical "this is how you should build it" that can produce numbers, is not very effective at maximizing their potential.
In pvp every class has counters that shut down enhancement shamans dps dramatically. Many players favor the over use of absorbing shields, kiting and ArP that can really ruin a shamans fight. Unless you know the tricks and tactics employed on the Battleground.
PvP Absorbing shields, armor spell resistance and resilience all play a part in shutting them down, however, your job is not to be top dps, it is to shut down those that focus your healers.
In pve this is where enhancement shamans really shine. Those that would pick other classes over a good enhancement, have failed to see what they do to the team. Huge St/Ag/AP/Haste buffs that benefit from an/all buffs with the ability to keep large groups on the tank.
Most of the time, in elitists groups, they are hated because everyone knows they have the highest skill cap, and the rewards make you the top damage dealer in the group.

Actually in ICC content (3.3+) enhancement has a higher potential DPS than elemental (origin, not considering warmane environment) so that is not entirely true.
But it is hard to master indeed, so usually people get bored and say "this talent tree is useless ****..."
It's always easier to blame the class then yourself for lacking the skill and knowledge.
