I doubt that was 100% true cause they have not actually decided or stated how long the tiers are gonna be.... They said first a progression system off who kills the content first and then the following weeks it would be released (that was a suggestion) and i have not heard much about it since... Till a official statement comes of how it's gonna be we just have to wait... I recall Mercy saying that they have not decided yet.

It can't be any shorter. Keep in mind, each tier has to be long enough to have a PvP season. If anything, it may be longer.
