I have been scammed once and it made me stop playing because of you asshats(scammers)

Some things cannot be prevented,hence CC copying/duplicating without person's knowledge,also many types of fraud happen even without person's knowledge i.e sony network being hacked completely 2,3 years ago and many others like firefox patch faults before.
You cannot blame someone for being stupid,it can happen to anyone since its not directly tied to them but affects them.Still follows penal code of law as Fraud,Scam etc.
Why is ninjalooting bannable? When someone on the streets asks me to raid something and refuses to give me my fair share of the stolen goods afterwards I'll report him to the police. Yeah, I just imagined how I'd crawl to the polcie station crying "Guys, please help! One guy has invited me to raid something, but didn't give me my share of the loot". You know what they r gonna say ? "Go away, you dumb ****".
Scamming is bannable for a reason - victim is not able to prevent it. Meanwhile standard ninja looting is based on the victim's stupidity except that situation when a thief had added 'xxx reserved' to his pug raid ad on global.
For real, I hope you're able to see how stupid your post is now.
When it comes to raiding it turns official.
You can not just "mkay ill redo tha" because boss is dead and you are saved.
So there is a huge difference between random outdoor venture during questing and raiding.

Point is - that and all troubles caused by should be only that person's problem.

Right, you can't redo the boss one week later. Furthermore, when someone gets scammed and loses a specific amount of gold, it might take more time to refarm that than a few hours of raiding and a week of not-playing. You can't just say 'Ninja looting should be bannable, but scamming shouldn't' when ninja looting IS some kind of scam.
At least you stopped using completely ridiculous IRL situations for comparison.
Why scamming is bannable? Because it's a crime in real life, at least over here...

So much discussion on this topic... No one is scamproof it doesn't matter if you are the smartest, you cant control all the events that happen in life and if someone wants to scam you very badly chances are he will find a way. Plus scamming goes against the very foundation of what the economy and society are trying to achieve. And since the game has an economy and society of its own and leaders to take decisions(warmane) thus it has been decided to be punishable. I suggest the OP makes a private server of his own with allowed scamming if he thinks that it will be so beneficial and and we will see how well it goes

However if I take your question seriously for a moment and apply some logical thinking I can get to some possible reasons quite rapidly:
1) Who is most likely to get scammed?
-- Newer/Less Experienced/More Trusting/Kinder players
2) What is the consequence of being scammed and not having anything done about it? -
-- Quitting (in some cases)
-- Showing less kindness towards others
-- Trying to scam others to cover your losses
3) What are the consequences of 2)?
-- Population reduction
-- Less friendly environment
-- Scams everywhere, can't even get people to make things for you in the classic "mats + tip" sense
-- Overall less welcoming server and nastier environment.
So there, now you know a tiny small part of "why".
TL;DR
They taxed the newbies already with 3x gold etc on icecrown, that tax is going to hurt them even more after gold squish.
The likelihood of being scammed correlates to experience more than to intelligence. You should look at this as a newbie tax break.
When I saw that quoted ,my eyes lit up, I thought it was about REAL society and economy.
It appeared to be such a deep level of truth, trolling and naïveté, all in one, the partially inverted sublime, almost a joke, but more interesting.
Then I read it in context and was really disappointed to see it's none of that :(

To OP, u should define what type of scam do u mean by some examples, else every1 will talk about something different... Scam/fraud like in real life is obviously bad and wont be encouraged, but what kind of different scam are u talking about here?
I think you just had too high expectations for a thread reply in game forum. That sentance in particular I indeed ment to describe the real world but I didn't found it neccessary to continue reason about something that should be obvious to everyone
because not every game is EvE where scams is part of the gameplay
besides, you'd probably be yelling about scammers too if you ever got scammed
