What you want to buff on ICC?
Normal mode? Noone except 3 guilds will be able to kill marrowgar if it has 250%buff.
Heroic mode? Brizzard had aura to incrase damage and health and you want to buff bosses to make it even harder?
For example I cannot imagine 250% buffed profesor, blood queen or lich king, you gotta be mad if you want to buff anything in ICC...
LoL imagine LK 250% buff, you can reach 60% and then you just hit berserk. Very hardcore

1) They will not fix anub
2) They will do PTR ICC for 1 week and fix 5% of bugs
3) They will release bugged, overbuffed and not killable content.
