It doesn't have to. The rule exists, the rule is there, not following it runs the risk of you being reported and banned. That's all there is to it.

These "rules" are simple decency. It has been in place and recognized by every player worth playing with, years and years before this enforcement or even Warmane itself. One can argue that enforcing these rules removes whole aspect of the game to deal with these dudes and need to create communities of decent players to play with. (When is the last time you have seen someone LFM for RDF HC? Yeah, not since these rules were enforced by banhammer.)
