It complicates nothing. Want to NEED for MS > get 4 confirmations from 4 other group members and feel free to do it.
Not to mention how many paladins are trying to abuse it by rolling for everything with "it's for my OS" excuse, after which you go inspect them and tell real OS of that person so that he finaly stops rolling on every caster piece with prot OS))
It kinda lovely and ironic, how ppl who did not take 5-10 minutes to read rules are tend to spend hours on forum after they get bans for rules violating)))

Yikes the amount of shading (still gonna respond cause I find forum discussions interesting XD). It seems that the bad apples are the ones dragging down those who really want to gear up. And it's true that I didn't even know these rules exist until I get banned and how aggressive people who rather let their gear turn in shards are towards OS needers. Feelsbad that most of you are mentioning the real OS needers in the same breath as those who abuse the nature of their class. This is the real mind-blower for me. I'm impressed by how passive you guys can be in gearing up your OS. I guess doing premade groups is the only solution for this.

That's how it works with randoms. If you want any specific rules or your own way, create your group and NEED for OS all day long. No problems whatsoever.
Point is, that with randoms there is special conduct, prioritizing MS and regarding everything else as background, in respect to every member of randomly assembled party by the system, everyone gets same priority on secondary things. What's it to you if someone gets a shard or vendors item, its secondary, same as your OS is secondary. If your OS would be actually important, you would gear it up enough to be able to pull weight with that spec and roll NEED on things.
Actually what you did(asking only tank if you can roll tank item) was considered a dick move even before these RDF rules existed. You asked whole group, if no one objected you went and rolled NEED, even after that it was up to discussion, you could consider item yours only after party was disbanded.
Only difference now is that you have to get explicit 4x"yes". No more room for discussion, because a bunch of players couldnt stand up for themselves and kick all the parasitic players. So we get what was considered "respectable behaviour in RDFs" back then as enforced rule.
