1. It would only affect a small percentage of players who actually care about competing in pve/pvp
    I guess you don't realize, but that's a huge argument against doing this. All the work involved, from creating the system, to testing, to monitoring for abuses, to potential limitations and rebalances needed, to bug fixes, just for a niche minority - out of the dozens of thousands of players we have - who want to min-max.

    There is no race to server first, progression in mythic+ or anything like that. All im gonna see is will of the forsaken for everyone in bgs in tbc and will to survive for everyone in wotlk. How is there any diversity when everyone will be using cookie cutter racial abilities in every situation?
    I personally hated what they did in retail, where they virtually removed almost every ability which was unique for a class, bloodlust for hunters and mages, you name it.
    If you want to min-max for pve, you can always reroll and if you want another racial for pvp?
    Well - Blackrock.
    In addition to that, there is balancing to be considered, imagine doing pvp as a rogue vs a warlock and the warlock suddenly warstomp/fears you. "But the warlock is undead, I did not expect that" yep
