Is it still valid as an BIS for shaman?

I'm going for the Talent spread listed in the intro post, with the only exception being that I'm taking Lightning Shield Glyph in place of Windfury Weapon Glyph. Don't feel like WF Weapon Glyph is worth it unless I'm running double WF, which I'm not, going instead for the standard WF/FT.

At least until I get to T10, the T9 bonus makes Lightning Shield more appealing.
