There is no such thing as mostly strength or arp gems. The only time you will have strength gems is while you're gearing yourself e.g. below 6k gearscore. That's not unholy - your AoE sux compared to theirs and there is no point going strength over arp for single target..as dual-wield FROST. At all.

I asked about strength gems because I am still gearing my frost dk (5,8k actually, with a mediocre off hand from ICC 10N) and I have no arp trinket, so I am still strength gemmed. As soon as I will obtain the STS trinket I will switch to full arp.

So, I have 291 hit, but still missing like 10% from my raw melee attacks. At first I thought it was because my expertise was at 25/25, but now I'm 26/26 and still missing hits. Anyone got any clues on why is this happening?

Dual wield requires 27% hit rating to not miss. It's not something you worry about, just get 8% for your melee abilities to never miss.

Expertise works for Parry and Dodge only.
Bosses have 6.5% chance to Dodge from any direction and 14% chance to Parry from front.

So you need 26 Expertise(6.5%), 8% Hit, stand behind Boss and all your attack will land. (except auto attacks if you are dual wielding obviously)

Note that while 8% Melee hit will make your melee abilities to never miss, it still leaves small chance for your spells to Miss.
