As a 14 year Molten wow/Warmane player I have played enough of both factions to know. I speak from experience. I also forgot to add that RDF(availability of tanks/healers) and finding a suitable guild is also more difficult on Alliance.

as a Horde player pvper, i highly endorse incentives for playing alliance. Server is already far enough from being *no changes*, so why don't go the extra mile. Strive for faction balance
I play both factions pvp and pve since day 1 here ,same sheet really when it comes to ques, pugs and ganker mentality
On the Unofficial Warmane Discord most guilds who are recruiting for TBC are Alliance based so hopefully that will improve things.
you are very naive to think casuals are not googling guides for their classes. and those guides say "roll horde".
What I find interesting is that Vanilla is in a similar/same spot racial-wise. The faction balance wasn't terrible. Horde also didn't get most of the realm firsts. Correct me if I'm wrong. If the difference in racials mattered so much, then why is that the case?
Realm first is not a metric for faction balance. Any sweat-lord with no job and a case of red bull can get realm first. I'd like to remind you that realm firsts are usually people that get ahead of everyone in EXP and they quest alone. Or grind dungeons with their group. Factions have no impact of realm firsts.
Look at BG performance, look at RDF wait times, look at tank/healer availability, look at wealth distribution, look at amounts of available raiding guilds and raids completed weekly. If one faction is leading in all these aspects then we have faction imbalance.
The only relevant metric of "faction balance" on the server side is population.
Anything beyond that is on the players to handle and fix. If more of the better players are all on one side, if less people are playing Tanks on one side, if more guilds choose one faction or if one faction doesn't know how or care to gather gold... all those aren't something that should get any involvement from us.
Only Alliance have paladins in Vannila ( unless there is custom change on Warmane i don't know about) and paladins buffs are insanely overpowered, to the point that Alliance is arguable the better faction. That's not the case in TBC where Horde not only also have paladins and on top of that Horde paladins get Seal of Blood.
I just come back to Warmane for TBC with few friends and we rolling alliance. I am against any custom racial changes, however i think Warmane team should be ready to give some bonuses for Alliance asap if faction balance start to shift even more into Horde.
Lets be honest we had this song and dance before with Outland and you guys had to literally bribe Horde players with free flying and other bonuses to fix the balance somewhat. Same thing happen with TBC Classic, the unbalance was so extreme that Blizzard added mercenary for their BGs.
If Horde reach 60%+ on PvP server the game will feel miserable for Alliance, because you simple get outnumbered and camped on every open world activity.

The only real issue, as some of us may have seen in classic TBC, was that it wasn't PvE servers that get heavily affected by this problem, but rather that the PvP servers all ended up nuking alliance out of the picture (with very few exceptions).
It is what it is. Open world PvP historically died with the original game when TBC hit and was further executed in wrath. It happened in classic, and I am now seeing it on private servers. The faction with less people cannot farm in outlands when the other faction wont let them. It is that simple, and it does indeed become virtually unplayable in a reasonable timeframe.
Frankly, alliance wont be able to do dailies effectively, so casual gold income will be destroyed. Alliance wont be able to farm primals very easily at all... if at all.. so there in lies another problem. Making gold will be hell and horde will outclass alliance in the amount of epic fliers which further complicates farming.
To make it even worse, this server changed how honor is earned and drastically rewards open world ganking. Even right now, getting around 100 honor per 60 gank is insane, and it will become more attractive for horde seeing as the que times for BGs will be through the roof.
Anyway, probably not something that can be fixed at all without changing server to PvE.

You're making my point whilst missing it. Yet, the tbc faction balance is well documented. Which is evidence to what, exactly? People flock to one faction or the other for inconsequential reasons. People are the problem that creates faction imbalance, not anything else.
Yeah, no kidding! Ofc it's the people that create faction imbalance. Nobody wants to play on a faction that has weaker PVE racials, nobody wants to play on a faction that has fewer raiding guilds, nobody wants to play on a faction that loses BGs 80% of the time, I can keep going but I think you get my point. We are here asking what is Warmane going to do about it?
