seal of light, caster mace, caster shield tanking till stun is ready to do damage again with 2 hander

That particular bit about Divine Shield and Hand of Protection is a reference to pre-WotLK eras. Same as Reckoning bomb. Cata Rets are better in design than their previous counterparts, but I wouldn't say that they are more balanced per-se. MoP Rets are the best thus far regarding balance.
