You should also pay attention to other posts of mine where I've mentioned that we're willing to make changes if we feel there's a good reason to do so.
In this case, allowing people to play and level those characters so that they may potentially participate in the race for level 70 is fine.
Retail is the baseline, still. Again, we're not against changes for good reason.
and i doubt many people mind some adjustments - but I also think that many people would appreciate more communication. Changelogs aside, dozens of players would likely enjoy having a list or overview of "deviation" from original progression - this would also prevent rumors / accusations for information imbalances between player groups as seen in the past
