Conclussion is:
1- Would be good to have Ulduar buffed and scaled down progressively. (You can even extend -arguably- the best patch of content for the expansion to 16-18 raid lockouts following the described tuning and downsize the worst patch of content -T9- to 8 lockouts)
2- Even casuals will have a much better time progressing than just farming the content (can be easily checked at current content)
3- ICC is probably the only raid that does not need tuning since the fights are demanding on their own.
None of this will be implemented anyways so no point arguing.
Maybe it's just better for the server population to keep everything nerfed to the ground as it would be more appealing for the majority of the population.

I'm just saying there should not be a missconception between what was considered hard on 2009 and how that same content is considered today.
If 30%+ of the guilds manage to clear 9/9hm + Algalon that just means no more progression for them and back into the farming state.
Nobody likes to farm naxx (you can check rn) and I bet nobody will like to farm Ulduar either, which is just raidlogging for 2 hours on each alt. Which will bring the longing for TOGC content until they 50/50 week 1 and back into the farming scheme until ICC releases that, unbuffed, wing bosses + LK are still a challenge for progression.
The same level of difficulty (w/o tuning) of ICC wing bosses could be replicated by tuning on Ulduar keepers for example.
If you're planning that people will stay till the end, they'll eventually find harder content onto ICC and therefore doing it on Ulduar wouldn't be a problem.

If it is like Icecrown and together with a mix of Frostmourne, it will be in fact "not weak" and will be challenging enough for most even when doing Hardmodes.
It all points it's gonna be the nerfed (original) version of Ulduar, no changes added like on Frostmourne.
As it should, why would anyone want to sweat on 20 year old content? Let me collect my loot and go pvp which is the only competitive thing in this expansion. For those who want a challenge what's stopping you from playing retail? There are mythics and stuff for pve andys so go at it.
