Hey guys im leveling a new character and I just want to get some heirlooms so I can level a bit faster my question is from where do i get them?

One place is in Dalaran, where all the emblem vendors are located at. The first vendor on the left as soon as you enter the room (Up the stairs on the right when you enter the hall with the portals on alliance side, no idea about the horde side). You'll have to downgrade your emblems in order to buy from that vendor, each peace being ~50 emblems.
The other is Wintergrasp, the quarter master on the far right when facing towards the entrance to the Vault of too high gearscore requirements. The heirlooms there are bought with stonekeeper shards, each piece varying from 100 to 200 stone keeper shards.

In addition, Argent tournament quatermaster too sell BOA gears although you need to spend almost a month to unlock her.

how do you do that? I don't see them available on Icecrown store anywhere.

They cost 6 coins. Dagger seems to be 3.
Best is to sort by armor/weapon type, or using search function if you remember the names.

If you have the funds I'd say do it if you're brand new and want to hit 80 while leveling. It makes going from 70-80 way smoother. Other than that, everyone else posted good information. The way I did it back in 2011 is farming dailies in Isle of Quel'Danas though I'm not too sure now if that armor caps at 70 now. Made sense back then because mobs/dungeons/quests were hella bugged so it was faster to farm the exp boost items at 70 instead of raw dog trying to grind mobs that weren't combat bug glitchy.
