Realms Icecrown and Frostmourne crossrealm RDF

Since Icecrown and Frostmourne have the same xp rates, wouldn't it be beneficial to make RDF crossrealm if possible ?

Frostmourne is a seasonal hardcore realm with most gear from Icecrown being yet unobtainable on Frostmourne. It goes against the realm's design to have RDFs being carried by 6.5k bis people.
Maybe in it's end-game stage, but it's not going to happen now.

It also doesn't actually do anything at all. A shortage of tanks+healers and excess dps on two realms is still a shortage of tanks+healers and excess dps on a merged realm.
