They didn't change anything about HnS (imo). Perhabs it proccs for some new reasons, but all in all i consider the fix to be unsuccessful. Anyway. For some strange reasons the rogue damage was increased and actually i don't know the causing.
If HnS worked properly rogues would start topping fights.
Or honestly, if they fixed a few bugs for others classes we'd do it anyway. I lost like 3 bosses this past week in 25HC to a hunter just because of CS scaling wrong.
