I can't find the quest named Dark Vessels in The Hinterlands area.

Looked on WoWHead and noticed that there are some changes made for different patches about the quest giver. I checked all of them, but no one gives the certain quest (one of them is even missing, probably due to patch changes). I wondered if there could be a chain of quests that leads to it, but can't figure out where to start. There is no quest for the Hero Call on the quest board to get you started in Hinterlands.

I did a search in bugtracker and found nothing. I need it because of the item that I get as a reward for the accomplished quest.

If anyone could help me finding the way to this quest, I'd appreciate. I could even pay golds for the solution. Thank you in advance.
