WotLK Trinkets: on use VS chance (arena/pvp)

(Sorry in advance for my english because it is not my main language.)

Has a frost mage i rely mainly on burst damage and good cc so in my opinion trinkets on use should be better because i can choose when can i make high damage in several situations. But in armory leader i only see mages using chance trinkets , why?
I would like to hear alot of opinions on this topic and also what are the best trinkets for it (either be on use or chance).
