As Tauren Shaman tried to xmog by itemID each items of set below in the link:
http://www.wowhead.com/transmog-set=669
It says: "You can never use this transmog".
Please unlock all class specified sets to be able to use on any class.

What's the point of xmog if not every1 can use it? Many good xmog are unavailable, it's not fun...

The point is each class still has its exclusive looks, which not only make them stand out, allow others to just from a quick glance know what they're up against.

The items dropped from the arena cases are class specific, sometimes they're even part of a class set, but still you can use them for transmogs.
