Wintergrasp is a PvP zone, the mere act of stepping in there means that you expect to PvP. Originally, in order to raid VoA, you had to control Wintergrasp. I'm guessing that's still missing here.

Only suggestion I have for you to avoid the PvP is running inside the instance and waiting for the rest of your group, that's what I used to do if I didn't feel like PvPing. When the raid was over, most people just hearthed out and never had to deal with enemy players.
