WotLK Can't create death knight (Deathwing)

Hey, so I just ended up leveling a paladin to level 56 on ragnaros, hoping that I'll be able to create a death knight on Deathwing after I reach level 55 with the pala. However, when i tried creating the Death Knight, it still keeps telling me that I need to have an existing character of level 55 on any realm to create a Death Knight.

So, is this a bug, or am I supposed to level a character to 55 on Deathwing first in order to be able to create a Death Knight there?
