1. It's not a hard and fast rule that ground-effect damage sources should be subject to aoe damage caps. There's plenty of data from retail that suggests that effects like Flamestrike, Explosive Trap, and Consecration all bypassed those caps and were therefore very advantageous to use in such situations. It's possible this changed in later expansions, but I'm not sure.

  2. Yeah, but while Explosive Trap and Consecration are only a fragment of the respective class's AoE, Flamestrike is pretty much all of a TTW/FFB Mage's AoE.

    In the later part of Cataclysm and beyond, the limits were removed. But not after AoE damage itself was nerfed on a baseline.
