Yes it does. The only way to find it out for sure is doing tests yourself. I never really bothered to do that, to be quite honest.

Tested using chest and legs T10 for DS reset procs and Wrathful weapon without zerking enchant. This eliminates procs from gear.
Auras turned off.
Seal used: Seal of Wisdom.
Made sure to build 3 stacks of Vengeance before proceeding with Divine Storm usage.
WITHOUT Art of War
1. Hit -- 80 (78.4%)
2. Critical -- 22 (21.6%)
Minimum hit: 1.3K
Maximum hit: 3.4K
Average hit: 1.9K
WITH Art of War
Lynea's Divine Storm
1. Hit -- 81 (75.0%)
2. Critical -- 27 (25.0%)
Minimum hit: 1.4K
Maximum hit: 3.9K
Average hit: 2.1K
Seems to be working just fine to me.
