because it doesn't work like that. each server is separate from the others. they'll up the cap when they can. in the meantime non donors can either wait in the queue, play a different realm, or donate and skip queue forever.
obviously everyone didn't want it enabled. but they've taken a lot of heat over the years for it being disabled. just drives me nuts when people complain about them fixing something.
