How come Combat rogues are having more Instant Poison procs compared to Assassination rogues? Isn't Assa rogues all about maximizing poison damage?

Its broken for sure, probably envenom. I gave up and went combat full armor pen, 20k dps now.
Supposedly it was missing 7% x AP in the formula but that got fixed. The question is what else is missing that we know nothing of.
Even I'm having the same issue : / Instant Poison procs seems a bit off... im a 5.8kgs rogue got 550 haste and 50% crit rating 4800 AP, Unbuffed im doing ~4.7k - 5k DPS on Skull dummy. HfB up always and No clipping Evenom buff. Evenom at 4-5 CP. I just dont get it ;(
