Character Boost Starting Gear

I'd like to boost a character on the opposite faction I play now and im curious what the mentioned "starting gear" is. Has anyone of you experiences with boosting a character or does know, what gear it will be? Just want to be sure I can at least start grinding Mobs that are from value like lower level bloodelvs for the reputation items. Don't want to start being naked.

I think gear that comes with start pack is best in slot green (uncommon items).
