1. it's not working as intended. Only when you delete a character above level 30 is when the name is stored. It should be unavailable to everyone except the original user of the name. The name is stored for its original user who should still be able to use the name of the character that they deleted. If they do not create a new character and use that name it is then unlocked for others to use. Also pretty sure this was not even the case during wotlk or tbc and not added until later expansions.

    Sorry for the confusion, Irkwazbrez. If the character is deleted the cooldown is 30 days, where the name can only be reused by that Battle.net account. Only names changed using a character service receive a 90 day cooldown, which cannot be used by anyone during that time.

    I'll follow up with the Game Master and make sure to clear up any confusion there. "
