Battleground gear cutoff completely bugged?

3 months ago I played quite a lot and stuck to the entry bracket for 80 as the gear4 grind was doable and not time gated.

I've played some last week and today and a lot of the characters that previously were in the entry bracket are now somehow stuck in the upper bracket. The characters have anything from 190 ilvl to 220 ilvl.

What happened during those 3 months? Are the cutoffs bugged?
