U need lvl 77 to fly in Northrend. Why sum can fly at lvl 70?

In Dalaran where the Cold weather flying trainer is, It says you need to be lvl 77 to learn Cold weather flying. Why some people can fly at lvl 70, because isn't fair. They kill you soo fast because of that.
