Can't find quartermaster

So basically i cannot see a quartermaster for "Sons of Hodir" faction even though i have done all prequests and i am "exalted" with the reputation. I know that if you don't finish all quests u won't be able to see him, but on Frostmourne S1 i was able to see him and buy things from him. The only speculation that i have is that something went wrong during the character transfer from Frostmourne S1 to Icecrown server. Please, help and thanks in advance! :)

In the past it was necessary to keep one of the last hodir quest in questlog. If u complete everything there was a chance that u get stuck in a wrong phase and cant talk to any Hodir NPC anymore.

But i dont know if this bug is still present

Happened to me the same , Im exalted and i dont see the NPC anymore i dont know why , maybe bugged?
