Let's say I record a video of someone removing the last 0 of the amount they are trading the last moment. If I don't click Accept (and thus they haven't stolen the gold from me), is it still bannable?

Yes, it can be reported and they will still get banned if it's clear that it was a scamming attempt.

Yup. This is how I reported a person, who tried to sell the rabbit leg to unsuspecting players (you know, the good ol' VVodin's Lucky Necklace switcheroo scam). Just like you, I also didn't accept the trade, and the GM accepted my ticket.
