City tabards do not exist in wotlk.

They do, they just don't work the same as in Cataclysm and after.

In WotLK city tabards are obtained via Argent Tournament, and it takes time to get even one. Can't just run to vendor and buy, nor do they provide any reputation while killing mobs while having one equipped.
