Realms Other requirements for character transfers (Seasonal to Icecrown)

I know the requirement for level 10 is to avoid a flood of "useless" characters in the system, but it does not consider people that want to play the game in different ways. I'm also aware it's a small group but there are people doing lvl 1 or 5 twinks and we put a lot of time and effort on them just like anybody else above lvl 10 or even more, whether or not people respect it. So I would really appreciate if you consider adding few other requirements like achievement points or honorable kills. It kinda sucks that an abandoned lvl 11 character gets the chance to be transfered (even tho it never will) and we can't keep our twinks.
