I'm talking about ban appeal option.
If someone is caught scripting and gets ban "permanently" for it why would they get a chance to play on that same account again after month of two?

I agree, somebody who is caught cheating should be permabanned and the character deleted.
On Icecrown there are various players, confirmed scripters, who are still there, with their characters, rating and titles.
This surely don't send a nice message and it's one of the reasons why the ladder is taken as joke
