Generally speaking for tanks, effective health is preferred over avoidance. This goes especially for bear because of how stamina scales. I'd say get Essence of Gosamer and Defender's Code for general purposes. Valor Medal of the First War is more of a situational trinket for cases of tanking many enemies at once.
