Is there a way to reduce the fps to 60?

I am playing with almost 200 fps and my pc is very hot!
I know I can get them down to 60 by turning on vertical sync, but doing that my game freezes every 30 seconds and it's a pain.
Is there a way to reduce the fps to 60 without activating vertical sync?

Either lower graphic quality to reduce GPU stress or use BIOS to tune your GPU or get any utility app to do it on desktop

Go to GPU settings and set specific settings for WoW.exe app -> cap framerate on 60. I know Nvidia has it in NVIDIA control panel, idk about AMD.
